   Universal Declaration of Human Rights  『世界人権宣言』


Article 1    :     All human beings are born free and equal in dignity and rights.   They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.   :   Article 2   :   Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.   Furthermore, no distinction shall be made on the basis of the politacal, jurisdictional or international status of the country to which a perdson belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.   Article 3   :   Everyone has the right to right to life, liberty and security of person.   :   Article 4  :   No one shall be held in slavery or servvitude; slavery and the slave trade shall be prohibited in all their forms.   :   Article 5   :   No one shall be subjected to torture or to cruel, in human or degrading treatment or punishment. : Article 6 : Everyone has the right to recognition everywhere as a person before the law. : Article 7 : All are equal before the law and are entitled without any discrimination to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination. :   Article 8   :   Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constituation or by law.  :  Article 9 :  No one shall be subjected to arbitrary arrest, detention or exile.  :   Article 10  :  Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.  :   (to be continued)



  最近、非常に問題になっている『日本国憲法』前文と第9条の 英語原文を掲載します。英速記の練習例題としては英文が難し過ぎるので 不適当な課題だと思いますが、2008年には日本国内で最大の議論がなされると 思いますので、参考のために掲載しました。また、第96条改正の 英語原文も追加しました。日本国憲法は1946年11月3日の官報に掲載され、 翌年、1947年5月3日に正式に発布されました。

  The Constitution of Japan

  (Enforced as from May 3, 1947)

  Preamble

  We, the Japanese people, acting through our duly elected representatives in the National Diet, determined that we shall secure for ourselves and our posterity the fruits of peaceful cooperation with all nations and the blessings of liberty throughout this land, and resolved that never again shall we be visited with the horrors of war through the action of government, do proclaim that sovereign power resides with the people and do firmly establish this Constitution. Government is a sacred trust of the people, the authority for which is derived from the people, the powers of which are exercised by the representatives of the people, and the benefits of which are enjoyed by the people. This is a universal principle of mankind upon which this Constifution is founded. We reject and revoke all constitutions, laws, ordinanes, and rescripts in conflict herewith.

  We, the Japanese people, desire peace for all time and are deeply conscious of the high ideals controlling human relationship, and we have determined to preserve our security and existence, trusting in the justice and faith of the peace-loving peoples of the world. We desire to occupy an honored place in an international society striving for the preservation of pleace, and the banishment of tyranny and slavery, oppression and intolerance for all time from the earth. We recognize that all peoples of the world have the right to live in peace, free from fear and want.

  We believe that no nation is responsible to itself alone, but that laws of political morality are universal; and that obedience to such laws is incumbent upon all nations who would sustain their own sovereignty and justify their sovereign relationaship with other nations.

  We, the Japanese people, pledge our national honor to accomplish these high ideals and purposes with all our resources.

  Chapter II Renunciation of War.

  Article 9: Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes.

  In order to accomplish the aim of the preceding Paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognized.

   Chapter IX Amendments

   Article 96: Amendments to this Constitution shall be initiated by the Diet, through a concurring vote of two-thirds or more of all the members of each House and shall thereupon be submitted to the people for ratification, which shall require the affirmative vote of a majority of all votes cast thereon, at a special reforendum or at such election as the Diet shall specify.

  Amendments when so ratified shall immediately be promulgated by the Emperor in the name of the people, as an integral part of this Constitution.


  第2章 戦争の放棄

第9条  日本国民は、正義と秩序を基調とする国際平和を誠実に 希求し、国権の発動たる戦争と、武力による威嚇又は武力の行使は、 国際紛争を解決する手段としては、永久にこれを放棄する。

  前項の目的を達するため、陸海空軍その他の戦力は、これを保持しない。 国の交戦権は、これを認めない。

   Article 2. : The Imperial Throne shall be dynastic and succeeded to in accordance with the Imperial House Law passed by the Diet.
   Article 3. : The advise and approval of the Cabinet shall be required for all acts of the Emperor in matters of state, and the Cabinet shall be responsible therefor.

   This is a New Year, a new Year for Japan, a new world with new ideals, with Humanity above nationality as the Great Goal. Brotherhood is based upon national affection that of the family that of the nation, and that of mankind. In our country, love of the family and love of the nation have always been specially strong; let us work towards love of mankind.

   The ties between us and the nation have been very close. They do not depend only upon myths and legend; they do not depend at all upon the mistaken idea that the Japanese are of divine descent, superior to other peoples, and destined to rule them. They are the bonds of trust, of affection, forged by centuries of devotion and love.

  Loyalty has always been the great characteristic of our nation in all our religious and political beliefs. As we have begun, so let us continue. Let us be loyal to one another within the family, within the nation, and just as our loyalty to the nation has been greater than that to the family, so let our loyalty to humanity surpass our loyalty to the nation.

  The condition of our great cities the wide-spread unemployment and stagnation of trade, the miseries of the poor are indeed grievous and heart-rending indeed. But let us begin to rebuild the cities and towns, enable every man to work, let us manufacture what we need, and, joining once more in the brotherhood of nations as New and Free Japan, let us show to the world that in our courage, our loyalty, our reconstructive ability, our love of the ideal, we are second to none, and let us in this way make our unique contribution to the happiness and welfare of mankind.




  日本国憲法の「基本的人権」に関する条文を追加掲載します。 日本語での解説は NHK Raido Text "Tidbits in English" 2007年1月号に載っています。 ご参照ください。




  Chapter III. Rights and Duties of The People

  Article 10. The conditions necessay for being a Japanese national shall be determined by law.

  Article 11. The people shall not be prevented from enjoying any of the fundamental human rights. These fundamental human rights guaranteed to the people by this Constitution shall be conferred upon the people of this and future generations as eternal and inviolate rights.

  Article 12. The freedoms and rights guaranteed to the people by this Constitution shall be maintained by the constant endeavor of the people, who shall refrain from any abuse of these freedoms and rights and shall always be responsible for utilizing them for the public welfare.

  Article 13. All of the people shall be respected as individuals. Their right to life, liberty, and the pursuit of happiness shall, to the extent that it does not interfere with the public welfare, be the supreme consideration in legistation and in other govermental affairs.

  Article 14. All of the people and equal under the law and there shall be no discrimitaion in political, economi or secial relations because of race, creed, sex, social status or familily origin.

2007/Option 03 - Special Lesson - Colors and Flowers  (英速記 Intermediate 参考例題)

  英速記符号でいろいろな色の名前と花の名前をイメージ画像で 表示します。この機会に、これらの英語名のスペルを正確に覚えておくと、 いつか役立つと思います。生涯学習のつもりで試してみては如何でしょうか? お奨めします。5月に咲く “つつじ” Azalea  の ea  と“ふじ” Wisteria の ia 及び X'mas  時期に咲く Poinsettia の  ia は大きな丸 (Circle)  の中に点 (dot) を打ちます。 これは、昨年、説明済みの Korea  の ea とか Piano の ia  などと同じです。 Area, Creation, Initiate, Appreciate なども同じ方法を使います。  また、Colors 名の中で、 Violet の io は大きな丸の中に小さな丸を書いて表わします。これは Long i [ai]  の 後に来る母音 (Vowels) の場合です。即ち、Violin, Lion, Diary, Diet, などもこの方法を使います。

2007/Option 04 - Special Lesson - Animals and Birds, etc.  (英速記 Intermediate 参考例題)

  世界中の国々の童話や絵本によく使われている代表的動物と鳥の名前 を英速記のイメージ画像で表示します。あなたの知っている名前ばかりだと 思いますが、英語名のスペルを確認して正確に記憶しておくと、 何時か役立つと思います。お勧めします。動物の中で Lion の英速記符号は 2004/March の Lesson で説明してありますから参考にしてください。 Tapir (バク)にあなたの夢を食べられないようにご注意下さい。鳥の名前で  Hummingbird は点 (Dot) が2箇所(H と -ing)で使われています。 また、最近、大問題になっている“Bird Influenza Virus”を運んでくる 水鳥は名前を特定できないので、"Water-Bird"(?) としておきました。

 毎日、見たり食べたりしている果物や野菜類の英語名を知っていますか? 特別練習講座として、 Fruits and Nuts と Vegetable and Seed の 英語名と英速記の参考イメージ画像を表示します。英語のスペルを確認して 記憶していると、何時か役に立つと思います。日本人以外の世界の人々と 会話をする時、日本語式の発音では相手に伝わりません。英速記式で 発音すると相手は簡単に理解出来ます。是非、覚えて下さい。 お奨めします。Persimmon (柿), Pomegranate (ざくろ), Cucumber (きうり), Eggplant (ナス), Spinach (ほうれんそう), Lettuce (レタス), Sesame (ゴマ)。

  大きい数字を英速記で書く場合のイメージ画像を表示しました。 即ち、100万は Million の速記号の m を数字の後に付けて表わします。 US Dollar は速記号の d で表わします。従って、Million Dollars は 数字の後に m−d を付けて表わします。同様に、10億は Billion の b  を数字の後に付けます。Billion Dollars は数字の 後に b−d を繋げて表わします。イメージ画像をご覧下さい。

小池豊三郎著の「最新式グレッグ速記法」で取り上げられたものですが、内容がとても良いので  Self-Dictation 用に借用させてもらいました。この練習例題の英文原稿は 140 Words ですが、 どなたでも、Self-Dictation で 約2分から約1分30秒位で書き取れるようになります。 是非、挑戦してみてください。英速記の生涯学習用の練習例題に最適です。


  As you ride to and from work or school, however, noisy or crowded your surroundings, may be, close your eyes to rest them and allow yourself that time for silence and thought.To be silent for a short period of time during the day is an important way to save your strength. Talking requires far more breath and energy than most people realize. People who spend hours talking over the telephone are seldom conscious of the strain it causes them.The people who accomplish the most are those who know how to be silent.

  Allow a few minutes of complete rest before you eat your evening meal. Lie down if you can, let yourself go, and breathe deeply. Before you get up, stretch as you do in the morning. You will feel refreshed and ready for a pleasant evening.

David Brower, the found of Friends of the Earth, explains his rationale for establishing the organization.



Back in 1969, realizing it was time to stop working towards a moonlike earth, I started a new organization. We fished around for a name and came up with Friends of the Earth. It was essential that it be international in scope.

With meetings in London, Paris and Stockholm, we were able to convince envioronmental people in three more countries now in the Friends of the Earth network were courted or courted us, and in no time the sun was rising somewhere on a Friends of the Earth group. We made it a point not to be clearly organized or directed by some old, tired formula from the top, find some good people with the right idea, and let them move ahead their way.
